The top three Iowa Auto Recyclers legislative goals
were identified as also being documented in the
GUIDE being reviewed. The #1 goal is to make Na-
tional Motor Vehicle Titling Information System
(NMVTIS) violation also a violation of state law. Previ-
ous discussion with IA DOT have made IAR aware that
DOT is also interested in an Iowa NMVTIS reporting
system but express the need to develop and test a
software program to reach the goal. Previous draft bill
language has been prepared by Auto Data Direct
(ADD) at the request of IAR so that information will be
reviewed. Similar systems are already in place through
ADD in other states. The understanding is that a
streamlined process at the state level would make re-
porting easier for Iowans as well as expand enforce-
ment possibilities for the DOT. The electronic lien re-
lease system that is prerequisite to IA NMVTIS is al-
ready through the testing phase and should become
available soon according to Andy Lewis at IA DOT.
The #2 goal is to work with the Iowa Department of
Revenue to close the gap on sales tax avoidance by
requiring salvage vehicle sales to be resumed as sales
at retail, or in Iowa sale of a tangible good, unless the
buyer is a sales tax permit holder. Collecting sales tax
on these tangible goods would be a substantial reve-
nue source for Iowa as well as aid in fraud protection
and enforcement actions.
The #3 goal is to require a physical branding mecha-
nism such as a door jam warning sticker on vehicles
at the time of salvage designation. The sticker would
not be able to be removed by law. This would serve as
a buyer beware warning system.
The review was concluded and the ARA Affiliate Chap-
ter of the Year award was discussed. It was agreed by
all that the culture of working together is the strength of
the Iowa Auto motive Recyclers association.
