Mike Davidson, Brent Nugent, Tom Snyder, Jodi
Kunde, Clyde Lems, David Hesmer, Pat Rooff and
Sue Schauls.
President Tracy Hurst called the meeting to order at
3:40 p.m.
Outgoing President Tracy Hurst thanked the Board for
their support and expressed her appreciation of her
year as President. Brent presented Tracy with a
plaque thanking her for her service.
Sue reviewed the terms and by-laws for board mem-
bers and officers. Immediate Past President Brent
Nugent made a motion to nominate Andy Wilken as
President, Brad Osborn as Vice President and Jordan
Barkow as a new Board Directors Member. It was
seconded by David Hesmer; motion carried. The
members present then voted these nominees to office
as well as re-elected existing Officers, Joel McCaw as
Treasurer and Jeff Smid as Secretary by unanimous
confirmation. Tom Snyder conducted the Installation
of Officers and Board Members by reading the script
to swear them in to office (this was repeated at the
BBQ later that night in the presence of all members of
IAR attending the Summer Outing Convention.)
Legislative Update – Jim Piazza, IAR lobbyist, gave a
legislative update. Jim discussed the Department of
Revenue’s new form for tax collection on the value of
rebuilders of salvage vehicles and the use of the
NADA book value vs. receipt. There is some discrep-
ancy on the consistency of the county courthouses.
The updated rule clearly states that the purchase
price indicated by the receipt is the value for the tax
basis. In lieu of a receipt the courthouse may use the
book value of the vehicle. However, some counties
have been forcing buyers to pay tax on the book
value even when a receipt is produced. Jim will ask
for a clarification on this point from DOT on behalf of
IAR.
Jim asked that the board or legislative committee set
up a sub-committee to work on the issue of salvage/
rebuilt vehicle valuation. Brent made a motion to rein-
state Clyde as a Board Director. It was seconded by
David; motion carried. Clyde will work with Jim to
Chair the new legislative sub-committee. The sub-
committee needs to be about three members who will
be able to meet with the DOT and Dept. of Revenue
on the issue.
Jim also thinks the UT-510 manual to the Treasurers
and worksheet need to be revamped and clarified as
to the primary source to be relied upon for valuation
prior to the use of book value. The second issue is
whether the book value should be reduced by a per-
centage amount reflecting salvage title branding. This
percentage amount is illusive and the national ARA
doesn't have anything for us. Our sub-committee may
have to do a little research.
