Used Motor Vehicle Dealer Required Licensure
Training: All used motor vehicle dealer license appli-
cants are required to attend an 8 hour pre-licensing
course prior to licensing. At least one individual asso-
ciated with the used motor vehicle dealer as an
owner, principal, corporate officer, director or mem-
ber or partner of a limited liability company or limited
liability partnership must complete the required edu-
cation course. Information relating to class sched-

Iowa Automotive Recyclers are required to obtain
a state sales tax permit.
Iowa Sales Tax Permit—
Iowa sales tax is six per-
cent (6%) as established by Iowa state law and any-
one making taxable sales in Iowa must obtain a
sales tax permit from the Iowa Department of Reve-
nue.

The rate on the purchase of vehicles subject to
registration remains at 5 percent. It is imposed on the
purchase price).
For an Iowa-based retailer this is an “Iowa Retail
Sales Permit.” For a retailer based out of state mak-
ing taxable sales with Iowa residents this is an “Iowa
Retail Use Permit.”
The Iowa sales tax permit authorizes the retailer to
collect sales tax from a customer and then the permit
number is used to when remitting the sales tax col-
lected back to the state. Retailers should note that a
sales tax permit is not a license for the retailer to pur-
chase items free of tax. If you have more than one
business location, an Iowa sales tax permit must be
obtained for each business location.

Iowa Automotive Recyclers are required to obtain
a National Motor Vehicle Title Information System
reporting number and report to the system at
least monthly.
NMVTIS Reporting Requirements for Auto Recy-
clers Data To Be Reported
Auto recyclers, junk yards and salvage yards are re-
quired to provide NMVTIS with the following informa-
tion on each vehicle received into inventory every
month:
The name, address, and contact information for
the reporting entity.
VIN.
Date the automobile was obtained.
Name of the individual or entity from whom the
automobile was obtained (for USE BY law en-
forcement and appropriate governmental agen-
cies ONLY).
A statement of whether the automobile was
crushed or disposed of, or offered for sale or
other purposes.
Whether the vehicle is intended for export out of
the United States.
The Anti-Car Theft Act, defines junk and salvage
yards “as individuals or entities engaged in the busi-
ness of acquiring or owning junk or salvage automo-
biles for resale in their entirety or as spare parts or
for rebuilding, restoration, or crushing.” Included in
this definition are scrap-vehicle shredders and scrap-
metal processors, as well as “pull- or pick-apart
yards,” salvage pools, salvage auctions, and other
types of auctions, businesses, and individuals that
handle salvage vehicles (including vehicles declared
a “total loss”).
