Ohio Under Fire to Open Pools (again)
Ohio's House voted to pass House Bill 468,
which
seeks to eliminate the state's BID card and open
the salvage auctions to the public.
The House vote
of 61-28 took place on May 14, one week after the bill
was voted out of the Insurance Committee along party
lines.
In addition to eliminating the state's BID card, HB 468
would allow anyone to purchase salvage vehicles
simply by making a declaration that they are author-
ized to purchase salvage in their state, jurisdiction, or
country under penalty of perjury. The bill proposes
that unlicensed individuals be allowed to purchase
five vehicles per calendar year and auction compa-
nies be required to keep an electronic record of all
sales, however auctions would only have to report
those sales to the Bureau of Motor Vehicles within 30-
days and the information only be accessible to law
enforcement upon request. On April 1, the Insurance
Committee heard opponent testimony on the bill, in-
cluding remarks from ARA CEO, Michael Wilson, and
affiliate chapter OATRA President, Jim McKinney.
Ohio's legislature is expected to recess in early June
and reconvene after the November elections, at which
point action of HB 468 will move to the Senate. ARA
continues to actively coordinate with OATRA as well
as ARA members in the state and other stakeholders.
