President Tracy Hurst called the meeting to order at
1:05 p.m. Board members present were: Tracy Hurst,
Brent Nugent, Sue Schauls, Mike Swift, Tom Quandt,
Andy Wilken, Eric C. Piper (Piper’s), Mike Davidson,
Eric L. Piper (Spilman’s), David Hesmer, Tom Snyder,
Joel McCaw and Jeff Smid. Guests present were:
Mitzi Waterbury (representing Mike W.) and Jim Pi-
azza, Jr.
DOT Meeting – Sue and Jim recapped the DOT meet-
ing held on September 27, 2013. The DOT is moving
forward on the bill to codify NMVTIS in Iowa, holding
off on the affidavit process until a later phase. The
DOT would like to make it an electronic system for
Iowa reporting. They are looking at following Califor-
nia’s “Salvage Label” law which would require a label
to be adhered to salvage title vehicles sold to the pub-
lic. Sue asked if that also meant sold at salvage pools
to the public and the DOT said it would. The affidavit
system will not be looked at now but will be deferred to
a later date after the Iowa NMVTIS implementation.
Hill Day was discussed which is set for March 6, 2014.
A speaker will be scheduled in lieu of meeting with
leadership this time. An IAR Board meeting will be
held on March 5, 2014 prior to the PAC reception that
evening.
Parts Trader Meeting – David H. and Mitzi Waterbury
reported on the ICRA-sponsored speaker event.
Speakers with experience and opinions with Parts
Trader presented their views from the collision repair
perspective. David stated that overall, the independ-
ent repair shops do not want nor plan to participate
and that the program does not appear to be one that
the collision repair shops want to support. From a
“supplier” (auto recycler) standpoint it may open up
new customers to view our quotes but on the negative
side, many quotes may need to be prepared with only
a small amount resulting in sales which takes time.
Also, the auto recyclers would lose the personal con-
tact with customers besides being required to give
back a percentage of sales to Parts Trader thus further
reducing the sale price.
All members are encouraged to attend the
Parts Trader sponsored meeting in Des
Moines on November 13, 2013.
It will be held at

Street – Clive, IA 50325. Registration times are:
Suppliers - Register for the 9-11 am meeting
Repair Shops - Register for the 1-3 pm meeting
Mike S. and Sue will seek a Parts Trader/State Farm
meeting for the IAR to promote used auto parts.
Treasurer’s Report – Joel provided a recap of the fi-
nancial condition of the IAR. The budget is projected
to come in balanced and with a positive balance for the
calendar year. Sue reviewed the newsletter as a reve-
nue stream with positive results. David H. made a mo-
tion to pay for expenses for President Tracy Hurst to
attend the ARA conference not to exceed $2,000
which should cover her transportation, registration and
lodging expenses. There was a 2

Committees – The following are the IAR committee
assignments:
Financial:

Sue recommended disbanding
this committee and using the Audit Committee to per-
form this function.
Legislative:

Summer Outing:
Tom & Lisa Quandt (chair), Brent &
Sheila Nugent, Sue Schauls
Membership:

Scholarship:
Jodi Kunde (chair), Tracy Hurst, Joel
McCaw, Mike Swift. This committee will document the
scholarship process and deadlines as well as invite
recipients to the Summer Outing. A conference call
will be scheduled to discuss a new essay question.
